Conductors must possess the knowledge and expertise necessary to ensure the safety of both passengers and non-passengers when using various modes of transportation. They might take shortcuts or act recklessly in other ways that harm others.

According to estimates, more than half of fatal train accidents occur at crossings with insufficient, improperly maintained, or nonexistent active safety systems. In some circumstances, there might be absolutely no protections.
